This position functions as a recognized resource responsible for implementing Onsite Wastewater Program (OWP) responsibilities within an assigned geographical area of the state to provide technical assistance, consultation, plan review assistance, and program training for local health department (LHD) staff, consultants, developers, state and local officials, and the general public regarding the OWP, land divisions, subdivisions, condominiums, and commercial developments of less than 10,000 gallons per day, as these issues relate to the Land Division Act, Michigan Criteria for Subsurface Sewage Disposal (MCSSD), and related administrative rules. This position performs scheduled accreditation evaluations and self-assessment reviews of LHDs’ administration of OWPs funded under the Essential Local Public Health Services contract.

This position actively and independently consults with LHD personnel in cooperation with developers/consultants and onsite wastewater contractors, to determine the suitability of a site for onsite wastewater system installations and/or onsite water supply system installations. This position independently performs and assists in the development and implementation of training sessions for LHDs and consultants. This position ensures that all onsite water supplies and wastewater systems meet the requirements defined under applicable state rules. This position prepares guidance documents and represents the Department of Environment, Great Lakes, and Energy (EGLE) at various meetings and conferences.

Sanitarians work under the supervision of the Environmental Health Supervisor and perform the on-site inspections at commercial, residential, or public locations in the district to determine conformity with federal, state and county sanitation and environmental health laws to safeguard the public health. They also provide consultation to the general public on environmental health and sanitation issues. Sanitarians are required to maintain records of activities and prepare related reports. The Environmental Health Division of the Washtenaw County Health Department is looking for a full-time Sanitarian.

The job duties will primarily be in two program areas. The first program area (~40%) is our Pollution Prevention Program on the Rural Team. Primary job duties include inspection of facilities that store, manufacture, or use hazardous, toxic, or polluting materials. The program helps to ensure safety of those working with the chemicals and prevents contamination to the environment. Work is a mix of site visits to businesses and office work. Other assignments as noted in the job description will be included.

The second program areas are our Well (10%) and Septic Program (50%) on the Rural Team. Primary job duties include permitting and evaluation of septic systems and drinking water wells, along with their placement, design, installation and function to ensure protection of public health and the environment. Work is a mix of field work (outdoors) in a variety of weather conditions and office work. Other assignments as noted in the job description will be included.

Environmental Health Specialist II

The Detroit Health Department food safety unit licenses and inspects over 1,900 food establishments. The goal of these inspections is to prevent foodborne illness and ensure that safe food is being served to the public.

Under general supervision, the Environmental Health Specialist II will perform inspections and related regulatory functions to reduce the hazard to the public from environmental health hazards.

The Environmental Health Specialist II is a senior professional position that will be expected to have significant experience and provide technical and legal support to other Environmental Health Specialists.

Duties may include food safety, child care facilities, adult foster care, body art, swimming pools, recreational facilities, medical marijuana care centers, and other regulated establishments. Will also include investigation of food borne or environmental vector disease outbreaks. Will be assigned primarily to the Food Safety or Environmental Health Program, but will be expected to be able to handle a variety of duties.

Examples of Duties

Essential Duties and Responsibilities (may perform other duties as assigned)

Senior Professional responsibilities:

Serves as a support resource for Environmental Health Specialists.
Coordinates projects, programs, or committees.
Researches and develops improvements to existing programs.

Environmental Health and Food Safety

Helps prepare for State of Michigan public health accreditation.
Inspects public facilities including child care, adult foster care, swimming pools, recreation facilities, body art, food service establishments, medical marijuana care centers and other regulated facilities to ensure compliance with applicable city, state, and federal regulations.
Ensures correction of hazards identified.
Discusses findings and provides education, interpretation of regulations and recommendations to facility owner or representative, and ensure correction of sanitation hazards identified.
Identifies and researches environmental health hazards to public health.
Educates the public and businesses on environmental health and food safety issues.
Writes reports to adequately explain food safety or environmental hazards to a range of audiences.
Conducts preliminary inspections, monitors new facilities during construction and performs final inspection upon completion.

Illness and complaint Investigation

Participates in enforcement activities.
Investigates possible food, water or environmental vector illness outbreaks.
Investigates complaints from the public.
Performs aseptic collection of stool and other samples.

Education and Training

Educates the public, businesses, government and private agencies on environmental health issues.
Develops educational materials to explain and raise awareness on food safety or environmental hazards to a range of audiences.
Coordinates and promotes continuing education to keep up to date on regulatory trends, changes, and initiatives.

Stakeholder Engagement

Collaborates with other agencies to improve the health of the public.
Serves on committees, special project teams, or task forces as assigned.

Minimum Qualifications

Qualifications (required):

Bachelor’s degree in public health, biology, chemistry, physics, natural science, environmental science, food science, or a related field with at least 30 hours of science (biology, chemistry, physics, or statistics).
At least three (3) years’ of experience in environmental health, food safety, investigating foodborne or environmental illness outbreaks and/or plan review.
Registered Sanitarian / Registered Environmental Health Specialist (National Environmental Health Association or State of Michigan). If the candidate is a State of Michigan Standardized Trainer, then they may be hired but must obtain the Registered Sanitarian/Registered Environmental Health Specialist Certification within 12 months of hire.
Completion of emergency preparedness training (to include, but not limited to FEMA IS Courses 100, 200, 700 and 800) within 90 days of hire is required for this position.

Equivalency

Equivalent combinations of education and experience that provide the required knowledge, skills, and abilities will be evaluated on an individual basis.

Qualifications (preferred):

Bachelor’s degree in environmental health or food safety.
Master’s degree in environmental health, food safety, public health, or a related field.
Fluency in foreign languages common in Detroit (Spanish, Arabic, Bengali, Chinese)
Experience as a Plan Review Officer, Standardized Trainer, or investigating foodborne or environmental illness outbreaks, especially in an urban environment.

Licenses, Certifications, and Other Special Requirements:

State of Michigan Operator license is required with appropriate insurance coverage and reliable vehicle – Department is not responsible for out of pocket costs beyond mileage reimbursement.

Physical Demands

Work Environment

Work involves both office and field assignments, including attending meetings, interior and exterior inspections of dwelling and commercial or industrial establishments.
Some exposure to video display units. Job will include some weekend and extended work hours.
Will involve working and travelling within a complex urban environment.
Employee is subject to activation for emergency response on short notice.
Participation in emergency preparedness exercises is required for this position.
Response during a public health emergency event is required for this position, including duties not normally performed.

This position serves as the Noncommunity Drinking Water program analyst for analyzing and reporting of technical information related to compliance and enforcement activities in drinking water and environmental health. It also serves as an information source for the Federal Safe Drinking Water Information System, monitors the status of overall drinking water environmental health regulatory efforts, and provides quality assurance for compliance with state contracts for the 44 county-level, local health departments (LHD).
